Unlike the vertical streets of Kotor, Tivat is flat and walkable—but its parking laws are strictly enforced by the “Pauk” (Spider) tow truck. Whether you’re visiting Porto Montenegro for the day or catching a flight, here is how to park legally in 2026.

1. The 15-Minute Rule

New for 2026: Tivat now allows a 15-minute free window for street parking (Red and Yellow zones). If you are just running into a bakery or picking someone up, you do not need to pay. However, the municipal “Falcon Eye” cameras monitor plates—if you stay 16 minutes without an SMS, you will be issued a daily fine of €10.

2. How to Pay via SMS (Step-by-Step)

To pay for street parking in Tivat, you must have a local SIM card from a Montenegrin provider (M-tel, One, or Telekom). International roaming numbers generally cannot send or receive the necessary confirmation messages.

The SMS Format

Type your License Plate Number (no spaces, no dashes) and send it to the zone number.

Example: If your plate is TV AA123 and you are in the Red Zone:
Text TVAA123 to 14510.

  • Each SMS pays for exactly one hour.
  • You will receive a confirmation text immediately. If you don’t receive it, you haven’t paid.
  • A reminder text will arrive 5 minutes before your time expires.

3. The Best Public Lots

The “Arsenal” Lot (Arsenalska)

This is the “best bet” for most visitors. Located on Arsenalska Street, right behind the Summer Stage and next to the entrance of Porto Montenegro, it offers roughly 180 spaces.
Price: €0.50 – €0.80 per hour (Summer rates are higher).
Pro Tip: It is significantly cheaper than parking inside the marina, yet it’s only a 2-minute walk to the superyachts.

Porto Montenegro Private Parking

If you are driving a high-end rental and want maximum security, use the private multi-story garages within Porto Montenegro (e.g., under the Regent Hotel or the Tara building).
Price: Expect to pay €2.00+ per hour. These lots use a ticket-and-barrier system where you pay at the machine before returning to your car.

4. The “Local Secret” for Free Parking

Finding a free spot in central Tivat is nearly impossible during the summer, but if you don’t mind a 10-minute walk, head to the residential area of Seljanovo.

Look for the residential blocks near the Seljanovo Playground. There are several rows of “white box” parking spaces that are not currently under the municipal SMS zones. However, these are highly coveted by locals and yacht crews—they are usually 100% full by 9:00 AM.

5. Fines & The “Pauk” (Spider) Tow Truck

Tivat’s municipal service (Parking Servis Tivat) is notoriously efficient. If you park on a sidewalk, in a yellow-marked “No Parking” zone, or block a driveway, your car will be hoisted by the “Pauk” (The Spider) and taken to the impound lot within minutes.

The Cost of Illegal Parking (2026 Rates)

  • Towing Fee: €65 (paid to the impound lot).
  • Daily Storage Fee: €5 per day.
  • Police Fine: €50 – €120 (depending on the severity of the violation).

Total minimum cost to recover your vehicle: Approx. €120.

Where is the Impound Lot?

If your car has disappeared, don’t panic—it has likely been moved to the main impound lot located in the Dumidran neighborhood (on the way to the airport). You will need to take a taxi there, pay all fees in cash or by card at the booth, and show your registration documents to reclaim your vehicle.

6. Tivat Airport Parking

Tivat Airport (TIV) has one main outdoor parking lot directly in front of the terminal. In 2026, the rates are as follows:

  • First 15 Minutes: Free (for drop-offs).
  • Hourly Rate: €1.00.
  • Daily Rate: €12.00 – €15.00.

Pro Tip: During peak July and August, this lot often reaches 100% capacity by midday. If you are flying out, we highly recommend taking a taxi rather than driving yourself and risking a full lot.
