A Blue Flag isn’t just a decoration – it’s a promise. In Montenegro, where the mountains meet the sea, this international eco-label is awarded only to the elite few that maintain rigorous standards of water purity, safety, and environmental management. For 2026, the list has expanded, proving that luxury and ecology can coexist. Whether you are seeking the powder sands of Ulcinj or the dramatic red cliffs of Budva, these are the cleanest, safest, and most beautiful shores the Adriatic has to offer.

Very Shallow
€€ (Moderate)
If it’s a distant paradise vibe you’re after, then Plavi Horizonti Beach on the Luštica Peninsula has it in spades. This Blue Flag jewel is famous for its smooth powder sand that extends for a hundred meters into the sea, making it arguably one of the most kid-friendly beach in the country.
The bay is beautifully flanked by dense Mediterranean pine forests and scenic trails that wind along the dramatic cliffs. Whether you are building sandcastles with the little ones or exploring the rocky coastline, the water quality here remains among the highest in the Adriatic. For a more secluded experience, head to the shaded tiny stretch on the western end, tucked away beneath the trees and low rocks.
The beach is surrounded by a lush pine canopy, providing “natural parasols” during the heat of the day and lovely walking paths along the edge of the Pržno valley.
Long Beach (Velika Plaža)
Infinite Sands📍 Location: Ulcinj Riviera, Southern Montenegro
Fine Sand

Very Shallow
€ – €€€ (Varies)
Backed by ancient pine forests and wild dunes, Long Beach (Velika Plaža) is a natural phenomenon. Stretching for an incredible 12 kilometers, it remains one of Montenegro’s cleanest coastal reaches, where the shallow waters and soft sandy grounds create the perfect environment for families with small children.
The beach is seamlessly divided into various sections, each hosted by individual beach clubs that offer everything from high-end lounging to dedicated zones for kitesurfers. Despite its popularity, the sheer scale of the shore ensures you can always find a sense of space and tranquility.
The fine sand here is known for its high mineral content and therapeutic benefits. While the northern end is calm and family-centric, the southern stretches catch the steady “Maestral” wind, making it the Adriatic’s premier hub for kitesurfing.
Jaz Beach
Coastal Classic📍 Location: Budva Riviera, Budva
Sand & Pebble
Easy / Parking
Moderate
€€ (Moderate)
While Budva’s Adriatic coast comes with plenty of gorgeous beaches, Jaz Beach is one of the few sandy ones; plus it has a Blue Flag status. Its almost perfectly unspoiled backdrop of green hills only adds to its appeal, creating a sense of natural isolation just minutes from the city center.
Jaz is a popular choice for locals as well, and its smooth sand and serene waters make it almost ideal for families with small children. The beach is long enough to accommodate both vibrant beach clubs with music and quiet, more relaxed zones at either end.
Due to the open-sea position and the unique mix of sand and fine pebbles, the water at Jaz is exceptionally transparent, making it a favorite for snorkelers along the rocky edges.
Buljarica Beach
Space & Serenity📍 Location: Budva Riviera, South of Petrovac
Pebble & Sand
Coastal Drive
Moderate
€ (Affordable)
The beach is exceptionally well-serviced with multiple beach bars and restaurants, yet it retains a laid-back, “outdoor” atmosphere – helped by the several popular campsites located just behind the shore. For those staying in the nearby town of Petrovac na Moru, the beach is easily reachable via a scenic walking path over the hill.
Unlike many nearby shores, it is not completely plastered with sun loungers; large sections remain open and wild, allowing you to find a quiet corner even in August. The terrain transitions from small, comfortable pebbles in the north, transitioning into a nudist section with rugged rocks at the other end.
Look up! The mountains behind Buljarica are a world-class takeoff point for paragliders. Watching them glide over the parasols and land on the wide beach is a signature part of the Buljarica experience.
Rugged & Pristine
Drobni Pijesak Beach
Remote Beauty📍 Location: Budva Riviera, Near Sveti Stefan
White Pebble
Steep Descent
Abrupt / Deep
€€ (Moderate)
Drobni Pijesak Beach is widely considered one of the finest hidden gems in Montenegro, frequently appearing on international lists of Europe’s top coastal stretches. Its remote, rugged beauty is defined by lush surroundings and water so translucent it feels more like a tropical lagoon than the Adriatic.
While summer crowds have discovered its charm, its distance from major towns has fortunately spared it from the mass tourism and over-development seen elsewhere. The combination of brilliant white pebbles and deep emerald water makes it an elite choice for those seeking a more sophisticated, natural environment.
The access road from the main highway is extremely narrow and features a very steep descent with sharp turns. This drive is not recommended for inexperienced drivers or large vehicles. If you are uncomfortable with steep coastal roads, consider arriving by taxi from Budva or Petrovac.
Galija Beach
Upscale Hideaway📍 Location: Budva Riviera, Crvena Glavica
Red Pebble/Piers
Coastal Drive
Abrupt / Deep
€€€ (Premium)
Set against the dramatic backdrop of crimson cliffs, Galija Beach is a high-end destination where the crystal-clear Adriatic meets luxury seaside lounging. The beach features a mix of smooth red pebbles and modern concrete platforms equipped with premium sun loungers and cabanas. It is a place designed for those looking to see and be seen.
While it is notoriously overpriced compared to its neighbors, the atmosphere, fueled by an upscale restaurant and regular live DJ sessions, makes it worth the splurge for a single day of indulgence. If you are in the Sveti Stefan area and want a sophisticated “Saint-Tropez” vibe, Galija delivers, even if the hospitality doesn’t always match the premium price tag.
For a more authentic meal with a superior view, head to Bankada Restaurant located on the cliffs just above the beach. It offers excellent Mediterranean cuisine and arguably the best panoramic views of the Sveti Stefan peninsula, especially as the sun begins to set.
Ponta Beach Club
Sunset & Snorkel📍 Location: Petrovac, Budva Riviera
Pebble/Stone
Pedestrian Tunnel
Deep Immediately
€€ (Moderate)
Perfectly positioned between Petrovac’s main beach and the cove of Lučice, Ponta Beach Club is a hidden gem that feels worlds away from the town’s central bustle. The club features an expansive concrete terrace lined with sun loungers and one tiny, charming pebble beach that offers a unique vantage point overlooking Petrovac. It is an ideal place to soak up the sun, dive into a book, or simply enjoy a coffee while watching the Adriatic.
The location is excellent, requiring a walk through a small, atmospheric pedestrian tunnel to arrive. For those who enjoy exploring beneath the surface, the rocky surroundings make it one of the best spots in the area for snorkeling. Furthermore, its western orientation makes it the premier spot in Petrovac for sundowners.
Stay until the sun dips; the terrace often transforms in the evening hours with live concerts and acoustic sessions, providing a sophisticated soundtrack to the cooling sea breeze.
Dukley Beach & Bar
The Ultimate Splurge📍 Location: Zavala Peninsula, Budva
Fine Sand/Pebble
Boat / Path
Gradual
€€€€ (Elite)
Arguably the best splurge option within reach of Budva, Dukley Beach & Bar is an elegantly manicured sanctuary defined by neutral tones, swaying banana trees, and world-class service. This is “luxury barefoot” at its finest, offering panoramic views of the Budva Old Town and the entire sweeping bay.
The experience is seamless, including premium towel service and a highly attentive staff. For those who want to stay active, you can grab a Stand-Up Paddleboard (SUP) directly from the shore to explore the neighboring hidden coves of the Zavala peninsula.
On select evenings as the sun begins to set, tables are placed directly onto the sand. It is the ultimate romantic setting for a candlelit dinner and champagne with your feet just inches from the water’s edge.
Lučice Beach
Pine-Fringed Cove📍 Location: Petrovac Region
Fine Pebble
Easy / Parking
Gradual
€€ (Moderate)
Enclosed by a lush pine forest, Lučice Beach is one of the most beautiful bays on the Budva Riviera. During peak season, it is best experienced early in the morning before the first swimmers arrive. Because the public stretch is small and fills up instantly, you are often literally forced to reserve sun loungers just to secure a spot. For those wanting more comfort, the southern end features plush, premium loungers.
The bay is excellent for snorkeling, with sea caves to explore – on the side of the Pinus Maritimum restaurant – one of which leads to a small, hidden cave beach. After your swim, you can find great dining options nestled in the natural shade of the surrounding trees.
Lučice is a hub for walkers; it is connected via stunning coastal hiking trails to both the main town of Petrovac and the expansive Buljarica beach to the south.
Active Shores
Čanj Beach

Shingle/Pebble
Easy Drive
Moderate
€ (Affordable)
The resort of Čanj is currently undergoing a significant facelift, with several upscale hotels expected to open soon that will bring a fresh, active energy to the area. The beach is impressively wide, with a surface that transitions from tiny shingles to larger pebbles, making it a versatile spot for both sunbathing and coastal exploration.
While it provides a great base for families, Canj truly shines as a departure point for those who want to be on the move. It is especially pleasant in the off-season, when the vast shoreline offers plenty of room for active walks and the crowds have thinned.
For the best experience, head to the shoreline where taxi boats regularly depart. They offer quick trips to neighboring pristine coves like Queen’s Beach and Vezir’s Beach, exclusive spots that are only accessible by water.
Kamenovo Beach
Vibrant & Turquoise📍 Location: Budva Riviera, Rafailovici Region
Large Pebble
Tunnel / Road
Moderate
€€ (Beach Club)
Famous for its striking turquoise colored waters, Kamenovo is the perfect middle ground—it feels intimate but never boring. This pebble beach is a favorite for the younger crowd and is well-known for its energetic beach parties and sunset DJ sessions. While the main area is managed, the southern end remains more rocky and wild, offering a quieter escape for those who prefer a natural setting.
Logistically, Kamenovo is one of the easiest “hidden” beaches to reach. Parking is readily available just above the beach, and it is seamlessly connected to Bečići and Budva via a scenic pedestrian tunnel. Note that because of the large pebbles and rocky seabed, water shoes are highly recommended for a comfortable swim.
Don’t forget your mask! The turquoise water is exceptionally clear here. Head to the southern rocky end where the natural formations provide a home for schools of Mediterranean fish, making it one of the best snorkeling spots near Budva.
Bečići Beach
Water Sports & Promenade📍 Location: Budva Riviera, Bečići
Red Pebble/Sand
Promenade / Easy
Deep Quickly
€€ (Resort)
Extending for almost two kilometers, Bečići Beach is one of the most popular and spacious beach resorts in Montenegro. Its long, wide shoreline is famous for its unique, perfectly smooth red pebbles (and even the occasional green one!), giving the clear water a beautiful hue. While it can feel a bit like a “package holiday” beach, it is backed by world-class luxury hotels and offers a typically clean, well-serviced environment.
The beach is a top destination for water sports and is lined with vibrant cafes and bars. It flows seamlessly into Rafailovići, a charming former fishing village renowned for its high-end seafood restaurants. A coastal promenade connects the entire bay to neighboring Budva and Kamenovo, making it perfect for long evening walks.
Taxi boats regularly depart from Bečići for Sveti Nikola Island, nicknamed “Hawaii” for its clear blue waters. However, we recommend avoiding the eateries on the island; instead, head back to shore and enjoy a meal at the legendary Tri Ribara seafood restaurant in Rafailovići.
